Ist. International Congress of Mercosur Customs Law: MERCOSUR Customs Code Bill

The First International Congress of Mercosur Customs Law: MERCOSUR Customs Code Bill, organized by the Faculty of Law at the Austral University, was held in Buenos Aires, Argentina, in August 26-27, 2010.

Its main objective was to analyze the characteristics of the MERCOSUR customs code bill from the viewpoint of the legal systems of Mercosur Members and Associated States, particularly in the areas of constitutional law and customs, as well as to examine the contributions of comparative Community Customs Law.

The topics covered included:

  • Imports and Exports

  • Special schemes

  • Tributes

  • Export Incentives

  • AEC – Free practice – Income Distribution

  • Judicial and regulatory system MERCOSUR

  • Adoption, incorporation, validity, application and hierarchy of the norms of MERCOSUR

  • Judicial review of their acts and national acts issued accordingly

Dr. Jorge Bardier, Vice President of INTEGRAL Honorary Advisory Board, acted as Moderator in the MODULE III: Basics (customs territory, import and export goods). Customs Declaration and operational aspects; and as a panelist in the MODULE IX: Subjects of customs operative. Dr. Alejandro D. Perotti, an INTEGRAL Associate Consultant, gave a presentation in MODULE VIII: Regulatory and jurisdictional system with special reference to MERCOSUR Customs Code.
